A literature survey is presented folllowed by an analysis of data from the Australian Census Longitudinal Dataset (ACLD). The third section of the paper presents finding from interviews with 34 current and former Indigenous APS employees addressing the issues of why Indigenous people join the public service, why they leave; unrealistic expectations of the nature of their APS employment; politics and political expediency in APS employment; career development and supervision; racism; sense of being undervalued; employment after leaving the APS and reasons for remaining in the APS; Concludes with an analysis of the implications of the findings for Indigenous recruitment strategies
