Summary
"Drawing on Commonwealth and State audit reports, documentary material and fieldwork data, this article argues 'social accounting' that considers Aboriginal political structures and sanctions generated within the Aboriginal community may be a more appropriate framework of accountability if Councils are to achieve compliance consistently. It also argues that while Aboriginal Councils are no more accountable to local governments in Queensland, they are no less accountable either."
