Discusses the idea that is currently being trialled in the United States of reinvesting funding into communities with high crime rates through education and employment programs; examines the main causes of Indigenous incarceration rates as being: unemployment, low socioeconomic communities, drug and alcohol abuse and lack of education; also discusses that the concept was first addressed by Tom Calma in 2009 in the Social Justice Report; Proposes that by addressing the main causes of incarceration at a community level will eventually lead to change
