The twelfth intervention in the Northern Territory, announced by the Commonwealth government on 23 July 2007, was to abolish to CDEP in the Northern Territory; describes the nature of the scheme which is more than a 'work-for-the dole scheme' and its history; discusses government ministers' reasons for dismantling the scheme; outlines the relative successes of the CDEP as demonstrated by statistics collected in the National Aboriginal and Torres Strait Islander Social Survey 2002; unemployment figures will increase; outlines the other impacts at the community level of closing the fifty or so CDEP organisations; focusses on the largest CDEP organisation Bawinanga Aboriginal Corporation and the twenty projects it runs; asks will the abolition of the permit system increase competition for 'real jobs'; programs run by other government departments and dependent on CDEP organisations will be affected - e.g. the Indigenous Protected Areas and natural Heritage Trust programs, and the National Arts and Crafts Industry support program; state dependence and disempowerment will be enhanced
