Summary
The Cape York Welfare Reform is an initiative to address the deterioration of social and economic conditions in Cape York Indigenous communities in Northern Queensland. The initiative features a suite of programs that aim to improve social responsibility, education, housing, and economic opportunity, including a decrease in school non-attendance, child abuse notifications, tenancy breaches, welfare receipt, and crime. It is being trialled in the four Cape York communities of Aurukun, Coen, Hope Vale and Mossman Gorge. This report represents the final evaluation of the trial reforms. The evaluation was conducted by independent authors and includes the four-year period of implementation and modifications to projects between January 2008 and December 2011, and investigates short-term and medium term outcomes, social change, what has worked, implementation and service delivery, and where improvements may be needed
